Title: Recreation Projects - Land and Water Conservation Fund
Abstract:
This GIS data set, created cooperatively by the NC Dep. of Environment, Health and Natural Resources, Division of Parks and Recreation and the NC Center for Geographic Information and Analysis, depicts the boundaries of recreation projects constructed using Land and Water Conservation Funds and which can not be redeveloped without a permit. Over 700 properties in North Carolina including: recreation sites; district, county, municipal and community parks; playgrounds; greenways; nature trails; ballparks; beach access; state boating access areas; and some state forests are contained in the data. State parks are not shown.

Revisions and updates to this layer include:
2.) filename: rplwcf1298  The December 1998 update to this layer
consisted of projecting the data from NAD27 datum, State Plane
projection, units of measure feet TO: NAD83 DATUM, State Plane
PROJECTION, UNITS OF MEASURE METERS.  This was done to comply
with the NC Geographic Information Coordinating Council's
"Statement of Direction for North Carolina Corporate Geographic
Database Horizontal Reference, Datum and Unit of Measure".
This reprojecting was done in various ways depending on the
data type and content.  Vector data was projected using the
'project' command in ESRI's Arc software and topology was
cleaned and built based on coverage needs.  Raster data was
projected using ESRI's Grid module and various steps as applicable.

The 796 in the filename represents the July 10, 1996 date.

This data was originally created to assist the NC Dept. of Transportation in identifying areas which should not be impacted by transportation infrastructure. It is also used to assist governmental agencies and others in making resource management decisions through use of a Geographic Information System (GIS).

    The property boundaries were created through the use of an Arc Macro Language program which used location/direction/ distance input values taken from DPR, LWCF project files to calculate polygon boundaries. A starting location for a boundary would be identified using on-screen overlays of infrastructure, county and municipal layers and comparing the written and visual location records for the LWCF boundaries to the coincident or closely related features described. Once boundaries were generated, the associated attributes were manually keyed into the attribute files from the DPR project printout. Site name missing from the supplied printout were researched through the sites local League of Municipalities. This file was reviewed and metadata created.

How reliable are the data; what problems remain in the data set?

  1. How well have the observations been checked?

    The item ELEMENTNAM was either taken from the DPR project files, or was researched from the area's League of Municipalities. The PROJECTID ITEMS were taken directly from the DPR project files, multiple IDs for the same project are reflected. The LOCATION item was added by CGIA to assist in the locational checks of the sites, and for general area site selection.

    The data in this file represents all know LWCF project properties as recorded by the NC DEHNR, DPR, Falls Lake Office, except for LWCF State Parks.

    Using ESRI's ARC/INFO GIS software, the dataset was built for arc and polygon topology using the "build" command. The data set was then cleaned with a fuzzy tolerance of 1 foot. Topology has not been edited since the last build or clean.
